Michigan allows fixed-odds horse racing wagers on online sportsbooks
Licensed operators may offer the new betting format alongside traditional pari-mutuel wagering, effective October 30.
Licensed online sportsbooks in Michigan can now offer fixed-odds betting on horse races. The Michigan Gaming Control Board authorized the change, which took effect on October 30. Customers can lock in displayed odds when placing a bet, a format familiar from sports betting. Operators may provide this option alongside or in place of traditional pari-mutuel wagering. The fixed-odds markets will be available within the existing platforms of licensed online sportsbooks.
MGCB Executive Director Henry Williams said the decision responds to industry trends and bettor demand. "This change reflects where the horse racing industry itself is heading," Williams said. He noted that bettors had requested the "straightforward, locked-in odds experience" they know from sports betting. "Adding fixed-odds wagering to our catalogue lets us meet that demand while continuing to support a fair and well-regulated horse racing market in Michigan," he added. The expansion will be subject to the regulator's oversight.
The same consumer protections that apply to Michigan's sports betting market will cover the new horse racing wagers. These safeguards include licensing requirements for operators, age and residency verification for customers, and responsible gambling tools. The bets will only be available through the online sports betting platforms already licensed to operate in the state. Licensed platforms could begin offering the wagers from October 30, pending necessary platform approvals.

Fixed-odds betting provides certainty, as the payout odds are set when the bet is placed. In pari-mutuel wagering, all bets go into a shared pool and the final payouts are determined by its distribution. This means odds can change until the race begins. The fixed-odds format is common in European markets and among retail bookmakers. For operators, it offers more control over potential payout exposure compared to a pooled system.
Mobile betting on horse races was first introduced to Michigan's regulated online market in January 2021. The latest move is part of a broader effort to present racing through sportsbook-style interfaces. Several other US states and operators have tested or introduced fixed-odds racing. New Jersey became the first state to legalize this style of betting in 2022.
